Program Performance Management
The GPRA Modernization Act of 2010 is new legislation that creates a more defined performance framework by prescribing a governance structure and by better connecting plans, programs and performance information.
What's New
- Strategic Plans will cover a period of no less than four years and will align with presidential terms.
- Agencies must describe how they are working with other agencies to achieve their own goals and objectives, as well as the crosscutting priority goals of the federal government.
- Agencies are encouraged to describe how agency goals and objectives incorporate the views and suggestions obtained through consultations with Congress.
- Annual performance plans require a link between the performance goals in the annual plan and the goals in the agency's strategic plan, as well as a description of how the performance goals contribute to the goals in the agency's strategic plan.
- Annual performance plans must describe the strategies and resources an agency will use, with clearly defined milestones, and must cover a 2-year period rather than a 1-year period.
- Agencies are encouraged to report performance results quarterly rather than annually
- Agencies are required to produce all strategic plans, performance plans, and performance reports in searchable, machine-readable formats beginning in fiscal year 2012.
