Plexus Scientific to Deliver Program Performance
Tracking System to HHS
PPM Tool Helps Track Program Budget and Performance
and Generate GPRA Reports
Alexandria, VA., April, 2008—Plexus Scientific Corporation
was awarded a delivery order to customize and implement its Program Performance Manager (PPM)
software solution for the Department of
Health and Human Services (HHS). An off-the-shelf software
product, PPM has been successfully used as the central Program
Performance Monitoring System (PPMS) at the National Institutes of
Health since 2004. The PPM application was customized for NIH
to support the electronic data collection of budget and performance
information across all 27 institutes and centers and to automate
the preparation of the annual Government Performance and Results
Act (GPRA) reports. HHS intends to leverage the success
achieved by NIH to create a centralized Program Performance
Tracking System (PPTS) for all of its agencies. This is a
one-year effort with four option years.
The Assistant Secretary for Resources and Technology (ASRT)
within HHS provides analytical support and recommendations to the
Secretary and the Assistant Secretary for Resources and Technology
on budget, performance, and program policy issues. The office
maintains active communication with OMB and the Congress and must
have consistent access to reliable performance information in a
timely manner.
Building on NIH’s existing PPMS, Plexus will customize its
PPM software for the collection of budget and performance
information to create one centralized PPTS for all agencies within
HHS to facilitate internal management, departmental reporting to
Congress, and program assessment. This task involves design,
installation, configuration, development, maintenance, testing,
training and help desk support.

execution management. The highly customizable software
enables Federal managers to quickly and easily identify critical
issues, assign accountability to their staff, integrate budget and
performance, and save valuable time spent in report
aggregation. It has helped Federal organizations meet the
requirements of the President’s Management Agenda (PMA) and
the Government Performance and Results Act (GPRA). In
addition to NIH, Plexus has also successfully implemented PPM at
the Department of the Army, the Department of Education, the
Department of Homeland Security and the Agency for Healthcare
Research and Quality.
