Outside Board Members
Gary Vest
Mr. Vest is the Chairman of the Board, and brings with him over 42 years of experience as a U.S. Government senior executive and private sector executive and manager. Prior to retiring from the Government in 2001, Mr. Vest served 10 years as the Deputy Assistant Secretary of the Air Force (ESOH) (SES) and his last assignment of eight years was the Principal Assistant Deputy Under Secretary of Defense for Environmental Security (SES). He has extensive strategic experience in developing medium and large organizations' business policies, programs and projects; recruiting and establishing implementation teams and professional resources; and overseeing implementation of cost effective performance.
Warren Meekins
Mr. Meekins a Professional Engineer, brings experience in both the public and private sectors. His 32 year career in the Defense Department provided a broad background in the Defense establishment. The senior Defense positions he held involved work in civil engineering, information management, program management, environmental restoration and compliance, base closure and real estate at Navy and OSD levels. He continues with his over 40 year career practicing engineering in small business for private sector clients.
Executive Management Team
Jacquelin Cain
Ms. Cain is Chairperson of the Executive Management Team and Senior Vice President of Operations. She has more than 23 years of experience in the government contracting arena of program management, business management, and personnel management. She has been responsible for successfully developing and managing major contract teams that accomplished a wide variety of missions, including all levels of support in information management, program outreach and program management. Ms. Cain has extensive experience in all aspects of client relations, technical performance, employee development and subcontract management. Customers include numerous Department of Defense offices, Federal agencies, and commercial organizations. Ms. Cain has a degree in Business Administration.
David Bell
Mr. Bell, Vice President and General Counsel, has more than 29 years of legal experience, the last 20 of which are associated with environmental legal and regulatory issues at the federal and state levels having served in the Army’s Environmental Law Division, Office of The Judge Advocate General, for 9 years, followed by service in Office of the Army General Counsel for 5 years as the Army’s senior environmental attorney. He serves as the senior regulatory expert at Plexus where he provides regulatory guidance on the firm’s projects, including performance-based remediation. His areas of expertise include DoD and U.S. Army regulations and policies, as well as federal and state laws and regulations, particularly those under CERCLA; RCRA; Safe Drinking Water Act; CWA; BRAC laws; Chemical Demilitarization Program; and the FUDS Program. His experience with each of these environmental laws, regulations, and programs includes providing legal advice regarding statutory and regulatory compliance on a full array of environmental issues ranging from regulation of military munitions to implementation of cleanup standards under the NCP; negotiating with Federal and state regulatory agencies; participating in public outreach on environmental issues, including participation in RABs and public meetings and review and drafting of Community Involvement Plans; drafting, reviewing, and implementing DoD and U.S. Army policies and guidance on environmental issues.
Michael McCrory
Mr. McCrory, Vice President of Plexus's Business Solutions Group, has more than 24 years of technical and management experience in the information technology arena and has been with Plexus for nine years. As the head of BSG, he oversees the company’s IT accounts, including product development and internal IT systems, and managing new business opportunities. He continues to function as Plexus’s Chief Technology Officer and oversee all IT operations. As CTO, he has been an integral force behind the success of the company’s IT business. Mr. McCrory has a B.S. degree in Electrical Engineering.
George Carellas
Mr. Carellas serves as Executive Vice President of Plexus's Sustainable Solutions Group. He oversees all of the solution areas of Sustainability and Strategic Planning consulting services. Prior to joining the private sector, he served as the DoD/Army Regional Environmental Coordinator for the Southeast. He also served as the Assistant for Sustainability for the Deputy Assistant Secretary of the Army (Environment, Safety, and Occupational Health). Mr. Carellas chaired the Army Environmental Legislative Committee, whose focus was strong public involvement efforts, and advised the Secretariat on NEPA. He represented the Secretariat to gain input from federal, state, and local agencies; non-governmental agencies; and the general public. He began his Army career in the Directorate of Logistics at Ft. McPherson before moving to HQs Forces Command (FORSCOM), where he conducted industrial engineering functions, manpower staffing studies, operational analysis, BRAC, and contracting. As Division Chief in the FORSCOM Engineer, he was responsible for facilities engineering, resource management, and other functions at more than 20 installations. He also served as the FORSCOM Environmental Chief.
Senior Leaders
Ali Sadrieh
Mr. Sadrieh is a Professional Engineer and Vice President of Plexus's Environmental Remediation Services Group. He has more than 21 years of experience in environmental remediation engineering, with a strong background in environmental remediation, safety, and quality control. He also has 10 years of successful program management experience, executing more than $75 million in remediation projects, including performance-based contracts. He holds an MBA degree from Georgetown University, an MS degree in Geotechnical Engineering, and a BS degree in Civil Engineering.
Tresia Eaves
Tresia Eaves is a 20-year professional technology manager, consultant, instructor, author and speaker. She helps organizations become more successful using real-time, relevant data and current solutions that answer the business need. She has influenced progressive change for companies including WinStar, ZixIt, KForce, SENTEL, Dibon, Appirio, Medtronic, Brady, Oldcastle, and Motorola. Her government contributions have included working with the DoD, IRS, DHS, and several other departments and agencies. She has recently joined Plexus as the Vice President of Technology Solutions. She has a Bachelor’s in Computer Science from Baylor University and a Master’s of Human Relations-Organizational Behavior from the University of Oklahoma. She achieved her PMP in 1999, received the Kerzner International PM of the Year Award in 2007 for her work at the IRS, earned her Green Belt in Lean Six Sigma in 2009, and graduated from the PMI Leadership Master Course at the PMI EMEA Congress in May of 2010.
Jeffrey Sgambato
Mr. Sgambato is Vice President and Program Manager for Plexus’s performance-based projects. He oversees the quality, technical approach, and financial performance of a number of large performance-based projects currently under contract with the US Army. Mr. Sgambato has more than 30 years of experience with private and Federal clients as a geologist, hydrogeologist and project/program manager for a wide range of assessment, remediation, and compliance projects with complex technical and regulatory issues. He also has significant experience in the field of water-supply development and management, as well as water resources planning. Mr. Sgambato has a BA from Lehigh University and an MS from Penn State University. He is also a certified professional geologist and registered/licensed in a number of states.
Dawn Monroe
Ms. Monroe brings over sixteen years' experience serving in business development and marketing roles supporting various DoD programs. She has a vast knowledge of the DoD acquisition process having prepared formal and informal solicitations for submission within the DoD. Her responsibilities in this capacity involved all aspects of the acquisition process.
She brings not only an impressive set of technical credentials, but management experience, which is well suited to support any role in the DoD arena. She has over twenty years of specialized management and engineering experience in direct support of the AEGIS Program at NSWCDD. She’s a graduate of Mary Baldwin College, Staunton, Virginia, where she majored in Mathematics, Psychology, and Education with a minor in Special Education.
Ms. Monroe’s academic training, highly relevant work experience, and her well-deserved reputation for professional competence are key resources for execution of any task she undertakes.
